Michael Heiser explains that the idea Emperor Constantine and the Council of Nicaea decided the New Testament canon is a popular myth without historical basis. The council's recorded decisions, known as the canons of Nicaea, did not address which books belonged in the New Testament, nor did Constantine dictate this. The term "canon" originally referred to a measuring standard. Constantine did, however, pressure the church leaders to finalise and produce 50 copies of the New Testament texts to distribute across the empire, which forced the church to settle which books were accepted as authoritative. The church chose a "minimalist canon"—the core books on which there was unanimous agreement, avoiding controversies over disputed texts. This pragmatic approach was guided by a belief that the Holy Spirit would lead church leaders to identify the authoritative scriptures. Although some books were defended in debates but ultimately excluded, the finalised canon became widely accepted and perpetuated throughout Christianity.
