He first underscores that the Elohim of the heavenly council are not human judges by walking through Exodus 18 and demonstrating that the term Elohim appears repeatedly in reference to the God of Israel and the gods of Egypt, with no indication that Israelite judges are themselves called Elohim, thus refuting the standard “gods are just men” move in many commentaries. He then tackles the objection that phrases like “there is none besides me” or “none like me” cannot be true if other Elohim exist, arguing that these are statements of incomparability rather than denial of existence, illustrated by the same kind of language applied to Babylon and Nineveh—cities that claim no equal, not that they are the only city in the world. Having established that God can be unique and incomparable while still sharing the term Elohim with lesser beings, Heiser turns to the pastoral question, “Why does God need a council?” and answers that God does not need the council, the church, or humans for any divine deficiency, but instead chooses to involve them as partners and representatives, because imaging God is a status of delegated authority, not an intrinsic attribute.
