What seems to be being taught here is adoptionism. It was not widely held within the early Church but it was taught by some.
The belief that Jesus was always God was not decided at a specific council or meeting, but it was a part of the early church’s understanding of the nature of Christ.
This belief was held by early church fathers such as Tertullian, Polycarp, Ignatius, and Clement of Alexandria, and it was not a later invention or idea, but was held from the time of the apostles on.
In fact what Osteen is saying here sounds much more like the heretic Theodotus. Theodotus was one of the most prominent exponents of adoptionism, teaching that Jesus was a man born of a virgin, lived like other men, and was very devout. According to adoptionsim, Jesus was not himself God until after his resurrection. Adoptionism was declared heresy at the end of the 3rd century.
